Turkey fan feathers matted down question

Is there an easy solution to fix these feathers that are matted together?

When I used to shoot traditional archery, the conventional wisdom for matted fletching (usually turkey feathers), was to hold them over a steaming teakettle until they were pretty damp, shaking them out and letting them air dry.

I doubt it would hurt anything to give that a try.
